How to get TeamSystem DLLS without having Team explorer?

I have tried to install the TFSDeployer on one of our development servers. Before that I did a test run on my desktop which had VS 2008 with Team explorer and SDK 2008 etc installed, so I faced no problems. The problem was on our server we do not have any of the visual studio tools and the service is not starting as it cant find any of the TeamFoundation DLLs. I tried installing the SDK without success as it needs VS 2008 as a pre-requisite. Unfortunately I cannot install TeamExplorer 2008 without using up a CAL and similar licensing issues. My question is two fold

1. Does TFSDeployer work if the TeamFoundation DLLs are deployed to GAC?
2. If it will work, how do I do it? Is there a redistributable or merge module that I can use? (I did a basic search and found no results:( )

I hope someone has had a similar problem and a solution, please help me out.

No matter how you access TFS you will always need a CAL. So even if TFSDeployer worked with the TFS DLL's in the GAC you would still need a CAL to do it.
