could someone give a better description of the follwoing

  • ToAddress: this is the default address that TFS Deployer users to notify when a build either succeeds or fails.
  • BaseAddress: this is the address that Team Foundation Server will use to contact this TFS Deployer instance. This address should be addressable from across the network so localhost is not acceptable.

    Who are the TFS Deployer users, and where is this address comming from?

    How does TFS contact the TFS Deployer instance, again where is this address comming from?

    The ToAddress is simply the email address that you want notifications to go to when the deployer does its thing.

    BaseAddress points to your running deployer service. When BuildQuality changes occur, TFS sends out notifications to interested parties. Deployer tells TFS that it wants these notifications. BaseAddress is the address that TFS will send them to. So, if you have deployer running on your box as a test, you'd register your box here. If it's the build server, you'd put that address in. Example:
